The housing for the block drain is a collection point for all the junk in your cooling system over the years. If you do not remove it, it will eventually break free in chunks especially after a chemical flush. Debris in your cooling system can clog the small lines in the system and clog up your thermostat, or even your water cooled turbo if so equipped. The drain plugs are often seized from never being removed, the housing is easy to remove, clean out, and replace with a new gasket. Kind of hard to see what you are doing being under the passenger side exhaust manifold, but it has a distinctive shape and only mounts one way. Believe I used a 13mm socket with an articulated extension. You'll be amazed at the hard packed gunk that you can scrape out with a screwdriver. After cleaning both mating surfaces with emery cloth or sandpaper, I use a thin coating of permatex black to hold the gasket in place during re-assembly. Good luck!
