It's accessable by pulling the rubber boot up around the steering column. A bit clumsy having to lay in an awkward position, but doable. Removal of drivers seat would be a help. Before doing it though, you might condsider trying to lubricate that joint. I recently developed stiff steering symptoms that I assumed was the rack going bad. I had even heard about the stiff u-joint before, but couldn't imagine it causing the symptoms I experienced. But, while doing some work on my brakes last weekend, I decided to try and lubricate it with spray lub. Using spray cans with the thin tube extensions from below, I used WD40 initially, followed by a lithium grease. Guess what? No more symptoms! Problem solved. Lubing it through the steering column boot would have been more direct, but this seems to have worked. I think in my case the problem initiated from my use of a garden hose force spray attachment I use to clean the engine. I always spray water down at the rack to remove the oil which leaks from the oil pump cover. Spraying the rack with water also sprays the u-joint and removes it's lubrication, perhaps even causing it to rust.
