Overheating - sort of

I replaced my heater valve, now the temp gauge (which appears to work as it should) shows the car getting into the red. However, if I pull the cap off of the overflow tank little pressure is released. Also, the top of the rad is rather cool and the fans do not come on. I just replaced the fan switch last year, and if I jump the fans it does not cool down the car. The top rad hose does get very hot, so I'm assuming that the t-stat is working.
Is this a bad temp sensor, or could I bet getting a hot spot in the head? I'm completely baffled by this. Please help.
