I can think of a couple reasons for it...
1. The pads & rotors are very glazed. The shiny glazed surface is more 'slippery' and produces less braking force.
2. The pads are worn funny so they're only bearing hard on the inner part of the rotor. That would cause the outer part of the rotor to be unused, so if it gets rusty the rust doesn't get ground off when you apply the brakes.
3. One or more of the rear pads are rust-bound in the caliper bracket. But usually this causes dragging brakes. See, the caliper piston can supply plenty of force to apply the brake, but the pad won't release it's pressure on the rotor when you release the brakes.
Any of these, the main brakes won't seem to be much degraded, since the front brakes do most of the work.
