Clean up the oil so you can see where it's leaking from. Power steering fluid inventory isn't that much, so you'll notice the level dropping. If it was engine or tranny oil, it's harder to notice the level going down.
If it's engine oil, it may be from a leaky oil filter bracket. Or maybe a cracked plastic oil dipstick tube. Or maybe a leaking oil pressure switch. Or... ?? Some of that stuff is sorta easy to deal with.
Does the steering have hard & easy spots at the same repeatable positions of the steering wheel? Like, say, 90 degrees apart from each other?? That would be a bad U-joint in the intermediate steering shaft. NOT a bad rack.
