We used a long cheater bar -- (aircraft grade aluminum tube) --- and the 90 degree swing was very easy. Make sure you don't have any debris in the head bolt hole, and that the threads are clean. Drops of oil on the bolt threads -- not too much -- just run the bolt in and out.
The final 90 degrees is what compresses the gasket. All the "creeping up" on the torque just makes sure that the head is going down flat.
You can retreat the bolts, go through the procedure again, and cheater bar that beast through the 90 degree bendy.
