Is this a Katrina car? kidding.
The headlights are the relay under the hood, do a search miles of text on it. Remove and replace, 5 minute fix at most.
The switches, do you ever sit coffee or sodas in the area between the key and window switches? ever spilled on them? the symptoms you describe sound like switches getting dirty and then the contacts pit (just like good old fashioned points in a distributor...) and that lets less and less power to the motors. An easy test is to use the front switch to run a rear window down. if it runs slowly as you say, then use the back seat switch if you have one. if it runs better it be da switch.
These switches can be replaced or cleaned if not too bad off. in a pinch you can swap the fronts for the rears, but you will not have the courtesy funciton (one touch down on drivers window) as the drivers switch has an extra connection. Do a search on cleaning window switches. somebody did a great pictorial on it recently.
