Chances are 99% that your problem is the pad in the valve cover, used to be under $10. These get rock hard. You might consider a set of valve cover gaskets when you pull the cover, if the gaskets are also rock hard, fair chance you might get a leak when you put the cover back on.
Since you've been changing the oil, your tensioner is probably OK. My 90 900t was only 1/4 extended when I did the headgasket at 180k.
