SPG panel behind front wheel came loose, help!

I recently ran through a deep puddle at speed in my '91 SPG and the plastic panel behind the passenger front wheel came loose. It is still attached by the screws and rivits in the front wheel well but it is know flapping in the breeze. The screw or rivit (whatever it was) that was holding it in place on the bottom near the door was already missing due to a minor front end collision. I don't see how to attach it and the guys at my dealership were stumped as well. The rail connected to the body doesn't seem to have any attachment other then a lip on the top. How was this thing held on in the first place? Was it simply by the screw/rivit on the bottom? That seems a little flimsy. Anyway, I thought one of you good saab people out there who have installed them might have some insight. Thanks for your time.
