It's very possible that worn valve seals are allowing oil into the ccs - the engine in the car came straight out of an '88 SPG and went into the 5-door, with no teardown in the middle. I believe the engine now has about 180k on it, and the valve seals are probably quite old. Still, I would expect worn valve seals to have little to no effect on NOx readings, which is virtually always the problem with Saabs in California.
Water injection is certainly a performance option, but a system would not have any impact on emissions and probably wouldn't pass the visual inspection anyway.
Unfortunately, the only way to "sneak" a car through California inspection is make it look 100% factory. That's the very nice thing about the LH 2.4 upgrade - the only obvious visual indication something is different is the electrically operated ELCD, and most techs don't look *that* closely. The 2.1l head is invisible sans the 3bar FPR, but again, most techs aren't going to notice that.
I've smogged near 40 c900s over the years - maybe more - and I always have a hell of a time getting the older ones to pass. Some combination of old engines and primitive electronics makes it tough, but I've found the LH2.4 + 2.1l head works wonders. It's as close to a guaranteed pass as I've found...
