Rear Caliper semi-frozen

I went to change the rear brakes on my 90 SPG, the passenger side caliper's arm for the emergency brake was frozen. I was able o move it with a pry bar. The rest of the caliper seems ok, adjusts fine, opens & closes & the piston retracts. Is there an easy way to free up the emrgency brake arm, or am I stuck getting a new caliper?
