No burn off at AMM but otherwise OK?

'91 900s (lh 2.4), rough at cold start for a minute or two, then fine. I have done everything in Ari's check list of tests (as well as check the system relay)and everything checks out except no burn-off voltage 20 secs after shut-off. Multi-meter registers nothing except an occasional "blip" of the negative sign (-). I have tried another AMM which I believe to be good and another ECU which I believe to be good. My understanding is that a non-operational burn-off is not necessarily a sign that the AMM is not doing it's job otherwise. Guess I'll look (again) for vacuum leaks. Seems unlikely now that problem is with AMM or ECU? Other thoughts?
