The steering column on older Saabs has a universal joint in it. The car could be in alignment as far as the wheels tracking properly, but wear in the universal joint can throw the steering wheel off. Also, not keeping the joint lubed can cause hard steering that feels like the power steering rack is failing.
There is a rubber boot that covers the u-joint inside the cabin. Folow the steering column down to where it passes through the firewall and you'll see what I'm talking about. It's near the brake pedal. If you peel back the boot you can see the u-joint and check it for wear, and lube it as well. Be sure to put the boot back in the firewall properly afterward or you may let water inside the cabin.
