The pump is only capable of running when the engine is spinning. That's how it's wired. If it's running at any other time, something somewhere is not connected properly, although I can't even imagine what they would be. The system is pretty well designed.
In order to test anything you need a digital multimeter. Using an incandescent test lamp on any of the fuel injection or ignition components is asking for trouble. Head over to Radio Shack and buy a $30 digital multimeter...
