The '89 non-turbo (in USA) doesn't have any special 'cold-start' injector, but some markets did have it (Canada?). The ECU is programmed to supply additional fuel based on the engine-coolant-temperature sensor. So if that sensor is bad, it can mess it up.

Since it floods, that points to your problem being lack of spark when it gets cold. My '89 non-turbo was always getting it's plug wires/cap/rotor dirty so arcing would weaken the spark. That issue seems to be more pronounced when it's cold. Besides having salt on everything...

Try cold-starting in complete darkness, look for arcing along distributor cap & plug wires. That would indicate either plug wires insulation 'leaking' to ground, or dirt on dist.cap providing tracks for shorting.

Just FYI, that one has a unique one-year-only coil with amplifier over on the fender, unlike just about every other C900. Check connections over there. There's a funny shroud over the business end of the coil, clean it up underneath there to minimizing arcing to ground. That was a regular routine for me whenever I did an oil change.

Finally, how old are the plugs? The one time I had a bad problem, it began with flooding. After I fixed my original problem, it still didn't start. I pulled the plugs, dried them, dried the cylinders by cranking without fuelpump; and it still wouldn't start. The plugs looked good so I was too stubborn to replace them. When I finally used NEW plugs it started right up...
