The module used in the 1992 C900 is internally identical to the ones used in the 1993-4 9000 - in fact, the one currently in my 1994 9000 comes from a C900 (but has the mounting ears cut off). I have been through three of these flaky modules already, but now have a cure. This is a fairly common problem on the 9000 board.
Someone on the 9000 board discovered that the solder joints for the 10 or so capacitors break down over time. I removed the conformal coating on all the solder joints for every capacitor on the board (Exacto knife and Dremel with a wire brush) and reflowed/added solder to each joint - be sure to heat it up hot enough. I now have a working cruise control.
Alternatively, people have suggested using an earlier, more reliable cruise control unit with some wiring modifications; if you're interested, do a search on the 9000 board.
