What would cause no 12V at fuel pump 1990SPG?

Fuel pump was making awful noise...thought my intermittent stalling and no-start was the pump. Replaced the pump. Grinding noise is gone when the car runs, but it still stalls very abrubtly and then doesn't start for a while. Leave it sit, and with no rhyme or reason, it will eventually start again...until it doesn't.
I put a meter on the fuel pump connector, and using the supplied ground - no 12V. Using a ground from the chasis - still no 12V.
When the car runs, it starts right up, it runs perfectly and idles fine. When it stalls, it's completely instantaneous. Spark is fine. Fuse for Fuel Pump is fine. For some reason, the car is just having trouble remembering that the fuel pump needs 12V to stay running.
Any thoughts on possible places to begin looking?
