(a) you don't have to remove the entire padded (upper) dash, just the facia. Removing the lower bolster will help a lot for accessability. It all depends on how small your hand/fingers are.
(b) you can plug the hose going to the vac reservoir bottle, and that will eliminate all of the downstream vent/actuators from the picture. I don't think the cruise has anything to do with engine vac, as it runs off of its own small vacuum pump in the driver's side fender well. But you still could have a leak leak that will affect engine in a few places--- the vac hose that goes to the boost gauge, to the overpressure cutoff switch, and the pressure transducer that the APC uses. All of these are a lot easier to examine with the lower bolster off.
