The 1985 APC system will need all proper signal inputs to properly function and create APC controlled boost pressures. The BCV (boost control valve on rad. support) is also a common culprit so you might consider replacing with a known good BCV to troubleshoot. We find that even when the BCV can be heard, the valve mechan. may be faulty and cleaning the internals with WD40 or similar could be helpful. The valve can also be tested by applying 12V accross the two pole terminals of the BCV. This should change the ability to blow through the hose connected to the "W" (wastegate actuator hose) on the BCV.
Also check all plug wires and make certain that these are the OEM "Bougicord" or a Magnecor wire set as aftermarket wires can create EMI at the hall effect and limit APC to base boost.
If all checks, you might consider an isolation test wherein you would disconnect the hose at the wastegate actuator and plug the open end of this hose. Take the car for a quick test drive (do not attempt this test for any extended period) and look for changes in charge pressures. If turbocharger and engine are capable, charge pressures should easily pass mid red to end red on boost gauge. If test shows no change in boost pressures, a problem with the engine or turbocharger is likely.
