Sounds like either a defective hooter valve or a loose hose/tube which might have occured duuring installation of the new valve. It's a gradual moaning as boost pressure releases, I think from what I've read.
I had 2 '89 SPGs with bad Hooter Valves. Both ran fine, but after mild turbo use like in traffic, they would occasionally just stall for no other reason. Went to dealer, he said bad Hooter valves, replaced both and fixed that.
As for '90 SPG EGR maybe causing hoot, I don't think so. The '90 I have now is a California car, so no EGR. But a couple years ago I had another '90 SPG with EGR, no hooting, ran perfectly.
There is a test here somewhere for testing the diaphragm. I think you remove the vacuum line which connects to the valve so you can blow/suck, and it should NOT pass pressure either way?
