The photograph shows a crack that leads out of the turbine outlet and these almost always lead to turbine housing to turbine contact at the crack location. Thermal expansion tends to pull part of the outlet crack inward towards the rotating turbine assembly. The contact will not only reduce performance through slowed turbine shaft speeds but could also damage the turbine wheel vanes/blades. A replacement turbine housing is required and you could look for a potential replacement through salvage or new. Nearly all of the use T3 turbine housings we've inspected over the years have had hailine cracks at the wastegate portal. Problem cracks will be at the turbine outlet and is identical as to what your photo shows. Crack resistant NI resist housing is also available for the T3 Garrett but these are expensive ($250 or more) high nickel castings.
