Before you throw a fuel pressure regulator at it, check the regulator. It's on the fuel rail. Pull the vacuum hose off at the intake manifold and see if gas is running out. If none, suck on the hose to see if it holds vacuum. If so, the regulator is OK.
I think you probably have a vacuum leak. Check all hoses and connectors. If you can borrow a small propane torch, with the engine idling direct propane all around the intake, injectors, and hoses. If the idle speed increases, you have found the leak.
Also the idle is not set with the screws, but rather by the Auto Idle Control AIC valve, which is bolted to the head with two medium hoses and an electrical connection. Take off this valve and clean it with carb/intake spray. The rotor should flop around freely.
Back the idle screw out, so the throttle butterfly just closes at idle. Bentley has more info on this. Also spray the throttle body with intake spray and brush with an old toothbrush to get any crud out.
Clean the main grounds and battery terminals to shiny bright: At front radiator crossmember, on block and up near injectors.
