Matt,
I think you have your DMM connected incorrectly based on your photo. You should connect the red test lead to the socket labeled "10A" and take the reading again. If it reads less than 0.3A, then it's safe to move the red test lead to the "300 mA" socket for better resolution. It depends on the equipment you have (alarm system, audio equipment) but it should be in the range of 20 to 40 mA or so. Your Fluke meter is fast enough to capture a once per second current fluctuation of 1 to 2 mA - that's the analog clock stepper motor drawing current on each tick...
