You don't need to replace those bolts. That's a Bentley thing. I wouldn't be surprised if they got stung by not telling owners of cars with undersized bolts. The Saab bolts are NOT undersized. As long as you don't air wrench the electrons out of it, a set will last you the life of the car.
Whatever Torx fitting that set screw is, if yours have been on there for a while you'll need to round out the Torx bolt and proceed to drill the screw out. Those merely locate the rotor on the hub. They're also a case study for anti-sieze. Many Saabers omit them. I still use them, but I slather them with anti-sieze and tighten them (barely) with a torque wrench.
I thought the wheel locating pins (they don't locate the tires) are 10 mm bolts, but you won't find out until you get in there.
If you want to do a bunch of work on your Saab yourself, you should invest in a set of decent-quality tools as shown in section 100-14 of the 16 valve book.
