CIS fuel system diagnostics, beyond the base timing as you noted, include a few of the following:
Distributor plunger stuck? Venturi plate covered with goop?
All 5 injectors working as planned?
Thermal switches in spec?
Oxygen sensor signal present? Quick reactions? Mixture correct? Cracks in exhaust or header between head and sensor?
Strong spark? Good contact on acceleration enrichment relay?
Prepump working? (E-mail me if you need it, I can dig up the sound file of a groaning, failing prepump)
Fuel running, starting, and residual pressures correct?
Various other vacuum leaks- oil filler/dipstick cap, gas cap (believe it), distributor vacuum advance
Ignition amplifier and Hall Sensor working well?
I'm no turbo expert, but are base boost and APC solenoid adjusted right and working?
You'd be surprised how much little stuff will factor in. The airflow plate and venturi need to be almost hospital-like clean. Any deposits and blowback and oily sludge residue gunk sitting on that plate weighs it down in the airflow and over-enriches the mixture.
Also, is this problem present on a cold start/warm start/cold running/warm running or any combination of the above? All those fuel system thermoswitches and relays need to work right, so a quick check of connections is in order.
