I would first recheck all the grounds and the resistance in all the ground cables. Sometimes ground cables also can be corroded inside insulation.
Have you checked the voltage at when the engine is running? Should be close to 14 volts. If not, suspect a charging problem.
i forget if the alternator on an 84 has the same shrt thick ground wire from the frame of the alternator as later models, but these can break inside the insulation and appear OK, but are broken. A quick check is to connect an extra ground from the frame of the alternator to anywhere on the head. I've even used a jumper cable. If the problem is solved, replace the short ground wire.
Then I'd remove the voltage regulator and check the carbon brushes/contacts. If less than 5mm, replace regulator. If still no good, you might have a bad alternator. You should be able to get a remanufactured one for <$70.
