HHO (brown's gas) generators are nothing new. Basic grade school science fair fodder. Theoretically they should work if you can keep the elements seperated before going into the intake. Hydrogen is certainly a volotile gas. There are other problems you have to overcome too. On FI cars, you'll have to adjust the MAF signal somehow to keep from running rich. The computer doesn't know you're adding hydrogen gas and will fire the injectors the same as before. You won't save any gas without modding that signal. The 'wet' exhaust may also foul the oxygen sensor, or give you a bizaar EGT signal.
The idea of having a bottle of water under the hood year-round won't work where I'm from. I'm not sure how adding an antifreeze to the water would effect the electrolytic process, and without it the water would certainly freeze and destroy the components.
I'm afraid adding a little mason jar full of water with some electrodes isn't going to produce enough HHO to see a big increase in gas milage--a couple of miles maybe. Put about a dozen of them with a well-engineered very efficient electrolytic plate design under there and you may be in business though.
