Re-read the post: If you can travel distances with the car in gear where you might have coasted.
Put another way: if you can go down a hill in gear with the throttle closed, the injectors will turn off. That is, the engine will be getting no gasoline - it's the same as turning your car off. Go to any hypermiler site to read more about this.
There's no such thing as special high pressure tires. You simply put the max amount in whatever tires you have, and you don't need special rims either. My point was that you will get better rolling resistance with higher pressure and even better with narrower tires. and given your question it seemed like you are serious about hypermiling, but now i know you are probably not.
Yes, you are right - buying a roll of tape would cost money. But aren't you trying to SAVE money on fuel by doing this?? I'm not talking about magical tape made of mermaid hair here - I'm talking about colored duct tape or something like that which costs like 3 dollars.
