Horn wiring conversion - abs to non abs

Installed a non-airbag steering column on a 91, then began installing an older Momo wheel. The horn wiring on the 91 consisted of two black wires in a harness. The non-airbag shaft/wheel has a single black wire that connects to the contact ring with a spade. The momo's contact peg is in contact w/ the ring.
I tried splicing the two (91) wires to the single wire, but that results in the horn sounding as soon as key is turned. Connecting one 91 wire to the horn ring wire doesn't do anything, unless I touch the other wire to the frame.
Any way to salvage this? I've looked back through some posts on this, but can't really tell how anyone fixed. I don't have a continuity tester.
