thermostats & fan switchers...running a little hot!

I've noticed my 1990 turbo running a bit hot on some of these really warm days. The temp gauge goes 3/4 of the way up the green scale...a bit too close to the red mark for my comfort! I notice that the radiator fans don't kick on until it gets way up there. It looks like the radiator cooling fan switch is defective, and it's coming on at too high of a temp.
I want to replace it, and I notice that there are two fan switchers: a 92 (195F) and an 82 (180F) There are also two coolant thermostats available with the same rating. I am thinking of getting both at 82 degrees. I suspect the car currently has 92 degree thermostat, and fan switches in it.
What would be the drawback to running the cooler temperature? From the looks of things, I have everything to gain. I've noticed generally during the winter I get much better turbo boost, so my thought is that running the engine cooler will give me some better boost during the summer too. Will the cooler temp ratings make the car run too cool during the winter though? Will it hurt my fuel mileage running it cooler? I've heard of instances of other vehicles where the engine's computer never goes out of cold-start enrichment mode if too cool a thermostat is installed
