I think you are talking about some zip ties that hold either wires or hoses to the tank. You have to cut them off and use something else to secure the wires. Almost every Saab I have seen that has a leaking expansion tank has also had a bad headgasket. My 87 had a bad headgasket, which is the last thing I replaced. The over-pressure from the headgasket leaked caused all the cooling system components to go, one after the other, looking for the weakest spot. I replaced hoses, tank water pump, then radiator. It ran real cool after that, but it would still lose a little bit of coolant, only when pressurized, and it went out through the exhaust.
