Many people misunderstand the purpose of fog lamps. They are specifically mounted low and have a wide beam to illuminate the road UNDER the fog. Because you aren't supposed to drive very fast in fog, they don't have to project very far down the road. Yellow bulbs or lenses increase the contrast which helps to sharpen your view, in the same way as yellow sunglasses work for shooters.
Sometimes fog lamps are good in heavy snow, when high beams just reflect back at you. They aren't much use for any other conditions.
The driving lights are for fast driving on dark roads, especially lamps with a tight, far-throwing pattern. They are supposed to be combined with the high beams (which cover the sides of the road and signs). The ones I chose illuminate as far as 450 meters (over a quarter mile). By tying them into the high beams I can dip both in one action when encountering opposing traffic.
