If you disconnect the connector from the APC solenoid and jumper it to 12 volts, yes, you can check to see if you get full boost. You must get the polarity correct.
It isn't clear what you meant by jumpering.
An unpowered APC defaults to base boost. You need to power it to get full boost.
What are the other symptoms? If you want to check the turbo, simply unplug the W line (to the wastegate). The CAREFULLY dip into the boost. You should get lots and lots of boost - enough that you could hit the fuel cutoff.
If that works, and always powering the APC gets you full boost, then the APC system is keeping you in base boost. The question then is why - it might have a very good reason.
