If the ABS and Brake Fluid lights don't ever go out, and the ABS pump isn't running, replacing the accumulator, no matter how good a deal you get on the part, will not fix the problem.
Unless I'm reading the symptoms entirely wrong, the accumulator is just fine.
As to troubleshooting, invest in a cheap voltmeter. You can get one for less than $20 at Wally-world or any autoparts store. No need for an expensive one. But to save a few bucks on a tool that is useful for cars, home, and dental health (OK, not teeth) like a voltmeter, while trying to troubleshoot the ABS is penny-wise and pound foolish.
