As Parkhurst notes, there are two supplies - one switched, one on all the time. If memory serves me right, the fuse for the 'keep alive' circuit is in the back of the radio cage. Pull the radio out, and check the fuse in the back of the cage. Now, fuses shouldn't just blow, but after 21 years, it might just be tired. I've actually seen fuses fail - they look fine, but don't conduct. If the fuse looks fine, just replace it. If that doesn't fix the problem, then either the keep-alive power isn't making it to the radio, or the radio has an internal problem.
Let's hope it's just a fuse ready for retirement.
