With the key ON and the engine not running, the Battery light should be ON. If it isn't, the alternator won't work.
+12 volts should run from the battery, through the key, through the Battery light bulb itself, through a thin yellow or green wire to the D+ terminal on the alternator. And as noted, the alternator must be grounded.
Find the thin yellow or green wire on the back of the alternator, and make sure it is tied to the D+ terminal. If it is, disconnect it, and touch it to ground while the key is in the ON position. If the bulb doesn't light, then the wiring to the bulb is bad or the bulb itself is bad. Replace the bulb - MAKE SURE IT IS THE RIGHT BULB. Sorry for shouting. Check in the manual; the rating of the bulb is critical for the alternator to work right.
If you touch the wire to ground with the key ON and the bulb lights, touch the wire to the alternator body. If the bulb doesn't light, the alternator isn't grounded. If the bulb lights, then the alternator/voltage regulator really aren't OK.
