One is for the APC/Cruise Control, which opens the circuit to the APC solenoid valve, giving you base boost when the Cruise is on. The other is for the "Shift Up" light on the LH 2.2 cars. It tells the shift up relay NOT to show you the light when the inlet manifold is under boost pressure.
IIRC, one has a red cap, the other blue. Don't mix them up, because one is normally (no vacuum) open (the shift up one), the other is normally closed (the Cruise/APC one).
But both should definitely hold vacuum.
