new lock cylinder, now no ignition?

I am working on a 89 900 convertible, and am not sure how much has been done before me. The lock cylinder and fuel pump, possibly the ignition switch have been replaced by the previous owner. Non running condition when my buddy towed it in.Turn the key, all the lights come on, same poo as a normal working car. But you can't get that last 1/1,000 of an inch to move the key to the crank position. or maybe it's there just not getting it somehow. The work looks to be professionally done, not hacked up. WHat do I check next, relay? wires put back on wrong? Anyone hear of this before???
