Yes, the pivot has several special rubber bushings that should not have any play. Once the bolt is tight, the pivot bracket should be "spongy" tight, meaning not "solid" tight but it should not have radial or axial movement. Most every pivot bushing I have seen was oblonged from excessive tension on the upper adjustment -- but, it would hard to imagine that the tensioner didn't have enough thread movement to get the belts tight with just pivot arm bushings oblong. Probably a combination of oblong pivot bushings, alternator mount bushings, and perhaps the crank pulley.
I usually try to tighten the pivot arm bolt, and the alternator bracket bolt after the belts are tensioned properly. That way, there is no residual stress in the adjustment, and you nail down the setting once you have it the way you like.
