I'm thinking maybe you have coolant in there. How much did you put in.
Truth is, you don't get all the coolant out just by opening the radiator drain, there is an angine drain as well. My guess is, the heater stayed full, the block stayed full and you only drained what was in the radiator.
Now that you have filled the expansion tank, things are pretty much filled until the engin starting pushes the bubble (if any) around. I noticed the same thing when I did my car, it took a surprisingly little bit of fluid, so, I started over, drained all, ran distilled water and alternated, 2 liter fluid, 2 liter distilled water, until it was filled It did not take all the water so I assumed that there was still water in the system somewhere. I ran it for a week and it never went down. Just to be safe I did the process again and had similar results.
