Those cars have some sort of staggered fan relay.
One fan turns on, then the other when the temp gets way up in the green.
I can't find it now, but there is a way to do a little snip and clip to make the fans run like an older model.
There is a Saab tech update that shows the official change.

I've been looking around and this may be what you want

Forget all that.
Jump the wires that went to your drier on the PS outboard of your battery.
The AC fan will only come on if you have a charge on the AC system.
Jump the wired and you should be good to go.
If you hit the AC switch in the car, both fans will come on as well.
The 2.1's went with the system I started talking about.
