also have been not tightened enough, so that the flare itself is not seated against the inside cone. it's also possible the prior owner cross-threaded the nut so it didn't compress completely against the flared end. it's also possible they crushed one side of the flared end.
wiggly pipes are usually from the nut not pressing on the flare and holding against the inner cone shoulder of the union.
so, now that it's clean, before you take the whole thing apart, undo the fitting, pull the end out of the union, and look at the flared end. check and make sure the nut sits against the flare squarely when it's loose. look inside the union and make sure that the seating cone is smooth. make sure the threads on the nut are all good. obviously look for any cracks or damage to the flare itself.
clean the threads on both the nut and the union, and make sure you don't have any crud inside the cone seating area. i don't know if it's ok to use brakekleen on brake fluid items, so instead of spraying perhaps a toothbrush or damp rag.
if those all check out, you may just try rethreading the nut and tighten it all the way down and see if that solves the problem. if not, then you will probably need a new pipe. if the cone on the union is damaged then you would need to replace that union, otherwise shouldn't have to.
also bears repeating that cinder blocks are not stable. the hint of using on sides (holes up) and a piece of wood is a good one. if you don't have stands, go out and get a good solid 4 footed pair.
