Its a fire-proof (asbestos,maybe?) thingy for the catalytic converter area...
I just did the same project, and I used an old Fire blanket in that area...see posts below this one started by me...seems like you already did.
I've also replaced my heat shield in the past five years.
I threw out the pads you are talking about. I replaced with a non-absorbent sound insulator. I also used the remaining fire blanket above the insulator to make up for the void without the foam crap.
Just finished it yesterday, nice to have my interior car back. was getting sick of that rally/go-cart feeling. Good luck.
