Bad idle -- stumped

89T. Last year, car wouldn't idle -- jumped between 1500-1800. Wouldn't idle at start, either. Occasional Check Eng. before O2 sensor came online at warm-up. Occasionally idles at ~1000 steady but it's a bit rough. Otherwise runs/drives fine. Memory is foggy, but I seem to recall swapping an ECU with no improvement while wrenching on a friend's c900.
Went on for months, then, mysteriously stopped and the car ran fine for another six months. Problem is now back.
Throttle is clean, TPS is brand new, it is NOT the AIC, it is not a vac leak from the manifold.
Seems like ECU is not properly operating AIC, but unplugging it stops the jumping and holds steady at 1800, so it's doing *something*. Squeezing the line drops idle down to 1200 or so, but as if there's still a big vac leak. Unplugging TPS ends the oscillating but sends idle to 1800+.
Thoughts?
