The 91 isn't adjustable like the lh 2.2 is.
I'd double check the throttle position sensor adjustment and if it looks like it is adjusted properly, swap it out. A friend had similar problem and the TPS turned out to be the culprit.
Double check for vac leaks, I trouble shot one that a rodent had chewed up some of the emissions stuff. You may want to bypass it and see if the idle comes back then sort it out from there.
If you have a spare ECU, try that as well.
Make sure the FPR isn't FUBAR I had one that the seal failed and was dribbling gas out the vac port.
