The white smoke may just be moisture (from the air, not your cooling system) that condensed in the exhaust pipes overnight. If it goes away shortly after start up, and you don't see a loss of coolant in the reservior, don;t worry about it.
About the turbo, most likely its the boost control valve (the thing with three hoses, two wires, sitting on top of the radiator. Could have a bad electrical connection, or the BCV itself may have failed. Try seeing what the ohm reading is across the two terminals of the BCV, I'm not sure what the reading should be, I'll check on my SPG this evening.
To verify that the turbo is good, search this board (or the 9000 board if need be) about disconnecting the "W" hose from the BVC. I don't recall if you are to pull it off the BCV and plug it, or not plug it. When you drive the car you should get extreme turbo (be careful not to fry the engine). If so, turbo and all air pipes are good. (if the air pipes are leaking the car would run poorly since the air mass meter would send faulty readings to the LH ECU.
