Idle is too high

I have a 89 900 turbo and just put in a new ECU to fix a fuel pump issue and now it idles at 3000rpm. I cleaned the AIC and when i disconnect the plug on the AIC the idle drops to 1500 or so, where it should be. but when i plug it back in, the idle jumps back up. Is it a bad AIC or something with the ECU. i have 13.5 volts at the AIC plug.
