w/ the PB use the little straw to spray between the drum edge and the backing plate (on front side of brake backing plate). that will get the penatrant into the space between and may get a little on the shoe material itself.
before you do that, make sure you have the wheel cylinder adjuster (little square headed screw) backed off all the way so the shoes aren't pressed against the drum.
with a copper hammer rap all the way around the drum, on the shoe contact portion as well as across the face of the drum. you will probably want to use the long bar approach as well.
if worst comes to worst, you can try a couple of other things. cut the spring ends where they stick out of the backing plate to release those. undo the nuts that hold the wheel cylinder on the backing plate and push it in so it will dislodge from the shoes themselves.
you could also hook the car up to the back of another car and pull it, hoping to break the shoes free from the drums. have someone in the car to apply the handbrake or make sure you get tow car out of way so there isn't a chance of smacking tower.
if you have another place you could store the healey you could call AAA and have them flatbed your car to that place. would be a temporary fix to get you out of hot water? one last option, could you get one of those metal frame support/canvas/tarp temp garages and put that over it so it's not techincally in view? would that satisfy the city/county/township?
