...to see if it's an electrical or vacuum problem is to pull the hose off the black fitting on the cruise control vacuum pump which is behind the driver's side front turn signal under the hood. Note the white fitting on the pump should not have any hose going to it. Then suck on that hose as hard as you can, using your tongue on the hose opening to hold the pressure. Look at the throttle body--does it start to open up as you suck on the hose?
It's worth nothing that the cruise control system is a completely closed vacuum system that has nothing to do with engine vacuum whatsoever.
Anyway, do that suck test... if it does open up the throttle, hold the pressure in the line using your tongue for 20 seconds. The throttle should NOT move AT ALL in 20 seconds, or you've got a leak somewhere. Get a helper to listen around in the driver's footwell to see if you can hear an air leak under there.
Let's go from there...
