As I recall, you have a 1988 900T. There is a servo for boost retard on the distributor. No advance is provided unless you have one of Brad's mutant distributors made from about three carcasses.
So, your timing set with the intake port plugged at 16 degrees is correct. Then when the engine comes on boost, it retards the timing to help with detonation prevention.
